On March 20, 2013, the Town deemed complete the following applications submitted by the Agent, Glen Schnarr & Associates Inc., on behalf of the Owners:
- Official Plan Amendment Application (File D09OPA12.002) to redesignate the subject lands from a Low Density Residential Area to a Medium Density Residential Area. A portion of 13764 Highway 7 adjacent to the Town owned drainage swale is designated Greenlands A and would also need to be redesignated to a Medium Density Residential Area to permit development; and
- Zoning By-law Amendment Application (File D14ZBA12.009) to rezone the subject site from a Low Density Residential One - One (LRD1-1) Zone and Environmental Protection One (EP1) Zone to a Medium Density Residential Two (MDR2) Zone.

On September 1, 2015, the Town deemed complete the following applications submitted by the Agent, Glen Schnarr & Associates Inc., on behalf of the Owners.
- Official Plan Amendment Application (File D09OPA15.002) to redesignate the subject lands from a Low Density Residential Area to a Medium Residential Area, and
- Zoning By-law Amendment Application (File D14ZBA15.009) to rezone the subject site from a Low Density Residential One – One (LDR1-1) Zone to a Medium Density Residential Two (MDR2) Zone.

Appeal to the Ontario Municipal Board (OMB)
On December 9, 2014, the Town received notification via a letter dated December 5, 2014, from the Applicant's solicitor, Mr. Ira Kagan, appealing both applications directly to the Ontario Municipal Board (OMB) on the basis that the Town had not made a decision within 180 days of the receipt of the applications.
Planning staff has since forwarded the necessary documentation to the OMB in accordance with Planning Act requirements. An OMB Pre-hearing was held on Tuesday April 7, 2015. A second Pre-hearing was held via telephone conference on July 21, 2015. An eight-day hearing is scheduled to commence on March 28, 2016.
Application status
Due to the appeal of the applications to the OMB, a statutory public meeting is no longer required. However, the Town still held a Public Meeting on June 22, 2015, to present the proposal and to receive public feedback.
On July 24, 2015 Planning staff received a second technical submission in support of the application and are now being reviewed by Town staff and External agencies.
