Road Occupancy Permit
A Road Occupancy Permit (ROP) is required to place disposal containers (bins) or construction supplies within the Town of Halton Hills road allowance, including boulevards, sidewalks, and roadways.
A permit is only required when materials cannot be placed on private property.
Road Occupancy Permit Requirements
You need a Road Occupancy Permit when Town staff determine that a disposal container or construction supplies:
Cannot be placed on private property, and
Must be placed within the public road allowance
Applicants are encouraged to consider all options to keep materials off the road allowance whenever possible.
What You Need to Know
Allow at least 5 business days for permit processing
Each location is evaluated on an individual basis
Approval is required before placing containers or materials

Insurance
- Contractor or rented container:
$5,000,000 liability insurance, Town named as additional insured
Homeowner doing the work:
Homeowner’s $5,000,000 liability insurance policy and broker letter confirming coverage and work description
Permit Duration
Permits are valid for up to 14 days, subject to approval
Project delays must be reported to Transportation and Public Works
Fees

The damage deposit covers potential damage to the road allowance and related infrastructure.
A final inspection is required before the deposit is returned.

Failure to obtain a required permit is an offence under By‑law 2019‑0008.
Each day a violation continues is a separate offence.

Displaying Your Permit: The approved permit must be kept on site and displayed upon request by police, municipal enforcement officers, or Town officials.
