Disclosures of Interest

Members of Council, Committees and Local Boards are required to declare any pecuniary or conflict of interest items for the public record at meetings. 

As of March 1, 2019, the Municipal Conflict of Interest Act and the Municipal Act, 2001 together established a new, integrated framework for municipal conflict of interest rules.

The Town maintains a Pecuniary Interest Conflicts Registry of all declarations of interest filed by Members of Council and members of the Town's local boards and advisory committees. For more information on a listed declaration email the Clerks department.

Members of Council, Committees and Boards are required to disclose any pecuniary interest in matters under consideration, in accordance with the Municipal Conflict of Interest Act.
This page provides information about declarations of interest and how they are recorded and submitted.

What is a Declaration of Interest?

A Declaration of Interest is required when a Member has a direct or indirect financial interest in a matter being discussed.
When a conflict exists, the Member must:
  • Declare the interest before discussion
  • Refrain from participating in discussion or voting
  • Leave the meeting during consideration of the matter
These requirements help ensure transparency, accountability and public trust in municipal decision‑making.

When a Declaration is Required

A Declaration of Interest must be made when a Member believes that:
  • A matter could affect their financial interest
  • A decision may benefit or impact them directly or indirectly
  • There is a potential or perceived conflict under the Act

Submitting a Declaration of Interest

Declarations must be formally recorded and submitted to the Clerk’s Office.

Public Record

All declarations of interest are:
  • Recorded as part of official meeting minutes
  • Maintained by the Clerk’s Office
  • Made available as part of the public record

Legislative Requirements

Declarations of Interest are governed by the:
  • Municipal Conflict of Interest Act
Members are responsible for ensuring compliance with the Act and seeking independent advice where necessary.
