Development Applications

This page provides information about the Town’s development review process and the services offered under the Planning Act. Learn about the different types of planning applications, the pre-consultation process, application review and approvals, and opportunities for public input on development proposals in Halton Hills.

Planning Services supports development and growth in Halton Hills by providing professional planning recommendations to Council on development applications, offering no-fee pre-consultation services to help streamline the application process, and processing applications within its approval authority. The department also comments on applications reviewed by other agencies, organizes public meetings to keep the community informed about major developments, and represents and defends Council decisions before the Ontario Land Tribunal when required.

Part-lot Control

Part-lot control limits how land within a registered subdivision can be divided. The Town can pass a by-law to exempt certain lots or blocks from part-lot control, allowing them to be divided further without approval from the Committee of Adjustment. This is commonly used for townhouse and semi-detached housing developments.

Pre-consultations

Pre-consultations are available for anyone who would like to submit a major land development application. This service is intended to improve an application's chance of approval and ensure that it is processed quickly and efficiently.

Site Plan Approval

We require site plan approval for all industrial, commercial, and institutional developments, as well as residential developments such as apartments and townhouses. A site plan application must include information such as land usage, structures, parking, landscaping, and more. If we cannot reach an agreement, the owner of the lands included in the application can appeal to the Ontario Land Tribunal. Neighbours and other agencies cannot appeal.

Subdivisions and Condominiums

Halton Region is the approval authority of draft plans of subdivisions that were submitted before January 1, 1999.  Any plans of subdivisions submitted after that date is reviewed and approved by the Town of Halton Hills. 

Official Plan Amendments

The Official Plan is a land-use strategy for the areas within the municipal boundaries of the Town of Halton Hills. The goal of this plan is to maintain the unique character of our community. When a landowner submits a proposal that does not conform with the Official Plan, an Official Plan Amendment is required. Halton Hills Council or the Ontario Land Tribunal must approve any amendment to the Official Plan.

Zoning By-law Amendments

Zoning by-laws describe the types of land-use permitted on properties such as structures, parking, and landscaping. A Zoning By-law Amendment is a request to change land-use as it is described in the current Zoning By-law.
