It includes application forms, fees, and guidance from our Development Review team to help ensure timely processing. Development Application Fees & Forms
Application Fees
The Town's Development Application Fees include application, mapping, reports, studies, and development processing fees.
Occasionally, outside consultant peer review is required for certain Town studies such as retail impact studies, urban design, and others. Fees for such studies are to be paid by the applicant/owner to the Town once the Terms of Reference are set and the affected parties have agreed to the costs.
Conservation and/or Halton Region fees may apply to a given development application. Fee information from these agencies can be found on their website.
The cost of one (1) newspaper public notice advertisement is included in the fees for certain applications. Halton Region processing fees and applicable Conservation Authority Peer Review Fees established by Halton Region in accordance with the Halton Area Services Review Memorandum of Understanding are not included in the above fees.
Application Forms
Our Development Review Section is a team of professional land-use planners and other staff members who are responsible for the processing and review of applications filed under the Planning Act.
It is our goal to process all applications in a timely manner while ensuring that any development proposals are consistent with Council’s vision for the municipality. This section provides services to Council, the general public, and the development industry. Our services include:
Providing Council with professional planning recommendations through written reports and presentations on proposed Official Plan and/or Zoning By-law Amendments, Draft Plans of Subdivision and Condominiums, and Removal of Part Lot Control Requests. Similarly, we provide the Committee of Adjustment with professional planning recommendations on Minor Variance and Consent (land severance) Applications.
Administration of a no-fee Pre-Consultation service which is available to anyone who would like to submit a development application under the Planning Act. The goal of this service is to ensure that the formal application can be processed efficiently, and that decisions are made as quickly as possible.
Processing and making staff-level decisions on applications that do not require Council approval, including Site Plan Control Applications, and extensions of approved subdivisions and condominiums. Some Consent Applications can also be approved in this manner.
Commenting on applications that are not in the Town of Halton Hills’ purview for approval, such as those submitted to the Region of Halton, the Niagara Escarpment Commission, and other governmental bodies and agencies.
Defending Council decisions on Planning Applications before the Ontario Land Tribunal (OLT – formerly the Local Planning Appeals Tribunal).
Organizing and holding public meetings and presentations to ensure that the public, Council, and the development industry are informed and up-to-date on major developments in our community.

DC, CBC & Parkland Dedication
DC & CBC
Municipalities in Ontario use Development Charges (DCs), Community Benefits Charges (CBC) and Parkland dedication provisions to recover certain costs associated with residential and non-residential growth. Through these charges and provisions, companies help the Town pay for additional infrastructure to accommodate growth (roads, parks, recreation centres, fire facilities, etc.).
The Town estimates capital infrastructure and parkland needed to support anticipated population and employment growth in Halton Hills, and uses this information to update its DC by-law under the Ontario Development Charges Act (DCA) and CBC by-law and Parkland dedication by-law under the Planning Act (PA).

Site Alterations
The Town of Halton Hills' Site Alteration By-law No. 2025-0009 regulates activities that change the landscape, such as placing or removing soil, altering land grades, or impacting drainage. The goal is to protect our roads, ditches, stormwater systems, and natural features like wetlands and the Niagara Escarpment.
Ontario Land Tribunal
A provincially appointed agency, the Ontario Land Tribunal (OLT) hears appeals related to land disputes and Planning Act applications in Ontario. This may include applications for approval of Official Plan Amendments, Zoning Bylaw Amendments, subdivisions, condominiums, minor variances, consents, site plans and more.
