In November 2025, Norval Centre Inc., through its consultant (Robert Russell Planning Consultants Inc.), submitted Official Plan Amendment and Zoning By-law Amendment applications (File Nos. D09OPA25.004 and D14ZBA25.011) for 530 Guelph Street in Norval. The applications are to permit a conference centre within the existing heritage pavilion building (shown as “Existing Building 1” on the submitted Site Plan). The existing building that is attached to this building (identified as “Existing Building 2”) is proposed to accommodate permitted uses such as a restaurant.



Application Process
The purpose of this proposal is to permit a conference centre within the existing 960 square metre (~10,333 square foot) building on the property (shown as "Existing Building 1" on the submitted Site Plan above). The existing 396 square metre (~4,262 square foot) building that is attached to this building (identified as “Existing Building 2”) is proposed to accommodate permitted uses such as a restaurant.
The Town will be processing the applications in accordance with the Planning Act. The applications are being circulated to Town Departments and Agencies for review.
Members of the public are invited to obtain information, express their views or make a written submission regarding the development proposal. A Statutory Public Meeting will also be held before Town Council to inform and consult with the public about the submitted applications. A separate notice will be provided at a later date confirming the day, time and location of the Public Meeting.

Statutory Public Meeting to be held on March 9, 2026 at 6 p.m. (view the Notice of Public Meeting). A staff presentation will be provided by John McMulkin, Senior Planner, Development Review, followed by comments from the applicant's planning consultant and any interested members of the public.
