Description:

Reporting to the Director of Public Works, this position is responsible for supervision and coordination of the Operations section to ensure safe operations and appropriate municipal infrastructure asset management. This role performs planning and execution of right-of-way, stormwater, parks and cemetery maintenance programs, and assists with developing and managing the section’s capital and operating budgets.

Accountabilities:

  • Coordinate staff and contractors to provide effective maintenance and 24/7 oversight of Town infrastructure, including roads, sidewalks, storm water systems, trees, parks, and related assets
  • Plan and execute the Town’s winter control program
  • Responsible for direct supervision, mentoring, training and organizing of Public Works Supervisors, overseeing day-to-day management of full-time unionized employees, seasonal staff and students in accordance with the collective agreement and Health and Safety requirements
  • Ensure all services provided are performed in accordance with Town, Departmental, and/or Regional maintenance standards, levels of service, specifications, policies, procedures, and legislated requirements
  • Ensure high standards of customer service are maintained. Investigate and respond to inquiries, complaints and/or requests for service from residents, emergency services, other departments, senior management and members of Council
  • Plan and coordinate annual programs and make recommendations for new or revised maintenance standards, levels of service, policies or programs
  • Keep current with technologies and practices for operations, with a commitment to continuous improvement and adoption of best practices
  • Ensure appropriate notification and/or communication of planned programs and activities with impacted residents and other stakeholders
  • Participate in the preparation of annual operating and capital budgets. Monitor expenditures and ensure appropriate record keeping of all activities
  • Oversee execution of service agreements and related invoicing with other agencies, including Halton Region and boundary municipalities
  • Develop and oversee annual training plans for all staff, including staff onboarding, refresher training and seasonal programs
  • Develop policies and procedures for maintenance activities, as required
  • Develop/update/prepare requirements and specifications for quotes and tenders for materials and contracted services
  • Facilitate use and expansion of supporting technologies such as Geographical Information Systems (GIS), Automated Vehicle Location Systems (AVL) and work order systems
  • Plan and coordinate responses to emergency incidents, such as spills, flooding and significant weather events
  • Act as alternate to the Director of Public Works in the Town’s Emergency Support Group
  • Liaise with other Town departments and external agencies to provide operational expertise at the highest standard of customer service
  • Assist in the preparation of reports to Council and attend Council meetings, as required
  • Represent Department and/or Corporation as a member of various committees, teams or task forces (Health & Safety Committee, Halton Area Maintenance Services Group, Engineering Standards, etc.)
  • Assume duties of Director of Public Works, as required
  • Perform other related duties, as required

Qualifications:

  • 3-year degree in Civil Engineering Technology or the equivalent in education and experience
  • Progressive experience in municipal public works, including supervisory and/or management responsibilities, preferably in a unionized environment
  • Association of Ontario Road Supervisors (AORS) Certified Road Supervisor (CRS) accreditation is considered an asset
  • Significant mediation, negotiation, conflict resolution, and human resource management experience
  • Excellent communication skills, written and verbal with the ability to diffuse potentially contentious and emotionally charged situations
  • Knowledge of Provincial Minimum Maintenance Standards for Municipal Highways (O. Reg. 239/02) and road maintenance standards and construction practices
  • Proven experience in municipal winter control operations
  • Knowledge of Ontario Occupational Health and Safety Act
  • Strong interpersonal and team-building skills, with the ability to lead and motivate staff
  • Time management and organization skills, with the ability to manage multiple priorities
  • Knowledge of public procurement practices and vendor management experience
  • Report writing, procedure development and financial analysis skills
  • Computer literacy in Microsoft Office and familiarity with Geographic Information Systems (GIS) and Maintenance Management Systems
  • Valid Ontario Class G drivers license with a clean driver’s abstract

Compensation:

The salary for this position (35 hours per week) is $128,866 - $153,411 per annum.

  • Attend meetings at various locations and times, including off-site and off-hours, and with residents as required
