Financial Analyst 1 (202652)

Reporting to the Manager of Budgets and Financial Reporting, the Financial Analyst I provides financial analysis, budgeting, forecasting and reporting support for the Town’s operating and capital plans. Acting as a finance business partner, the role works with departments and senior leaders to ensure financial information is accurate, timely and clearly communicated to support informed decision-making, Council priorities and long-range financial sustainability.

Accountabilities:

  • Act as the Finance Business Partner between departments and Finance on operating and capital budget matters, ensuring timely, accurate and coordinated financial information.
  • Provide responsive customer service, advice and support to internal and external stakeholders in accordance with Town standards and corporate policies.
  • Lead and coordinate annual operating and capital budgets, forecasts and related documentation for assigned departments, ensuring alignment with Council priorities, Town and departmental plans, asset management plans, and climate change strategies.
  • Support program areas with Needs and Identification Assessments, Long-Range Financial Plan inputs, growth-related requirements, specialized programs and grant-funded initiatives.
  • Assist the Manager of Budgets and Financial Reporting with the annual budget process, corporate budgeting tools, analysis, documentation and financial summaries.
  • Prepare operating and capital financial reports, analyze expenditures and variances, and recommend or process adjustments as required.
  • Develop and maintain financial models and analysis to support management decision-making, staff reports, financial statements, capital projects, funding strategies and financing options.
  • Prepare journal entries, year-end accruals, deferred revenue recognition, expenditure reallocations, schedules, reconciliations and working papers for financial reporting.
  • Maintain grant information, support compliance with grant requirements, and prepare financial reporting for assigned departments, including Ontario Health quarterly reporting and the Annual Reconciliation Report.
  • Complete reporting for cemetery Trust funds, validate monthly reconciliation of cemetery sales and activities, and prepare related journal entries for annual reporting.
  • Maintain the Town’s budgeting software, including accounts, user security, data reconciliation, reporting templates, new reports and improved information outputs for operating and capital budgets.
  • Research issues, best practices and legislation, and provide recommendations to improve financial reporting, training, compliance and business processes.
  • Perform other job-related duties as required.

Qualifications: 

  • Post-secondary degree in Business, Finance and/or Accounting, or equivalent.
  • Two (2) years of directly related experience.
  • Municipal finance experience is preferred, including annual capital budgeting and forecasting, Development Charges by-law processes, and job costing.
  • Certified Professional Accountant designation is preferred.
  • Proficiency with Great Plains, FMW, Stone Orchard, Xplor Recreation, Microsoft Word at an intermediate level, and Excel at an advanced level.
  • Knowledge of CPA Canada Public Sector Accounting standards.
  • Strong communication, customer service, tact and diplomacy skills.
  • Excellent time management skills with the ability to prioritize work, meet deadlines and work independently.
  • Strong analytical, mathematical reasoning, research and problem-solving skills, with the ability to critically assess data.
  • High attention to detail and accuracy, with the ability to maintain confidentiality.
  • Demonstrated adaptability, creativity, motivation and commitment to continuous improvement and ongoing learning.

Compensation:

The salary for this position (35 hours per week) is $82,114 - $97,756 annually.
