Halton Hills Strategic Plan:
The Town’s Strategic Plan guides the Town’s plans, programs and services. The Strategic Plan is implemented through the capital and operating budgets, planning documents, departmental/service area work plans and Council decisions.
In 1999, the Town undertook a process to develop a Community Strategic Plan that was adopted by Town Council in April of that year. That Community Strategic Plan was developed by the public, community leaders, stakeholders, staff and elected representatives. It contained a Community Vision and six strategic directions and a series of related actions. The Plan was predicated on a planning horizon of 2016.
In 2004, Town Council revisited the Community Strategic Plan and reconfirmed the vision and the six strategic directions to the 2021 planning horizon. In addition, Council revised the strategic actions to complement the primary directions. The actions were intended to further guide the Town into the future and, in particular, assist the Town in its planning, budgeting, operations and orderly management of planned growth.
Town Council (2006-2010) recognized the need to revisit the Strategic Plan in light of growth pressures, and significant changes to the Provincial growth management and planning framework that had taken place since 2004. These changes included i) an extended planning horizon of 2031 and ii) an additional increment of growth that had to be allocated among the local municipalities in Halton. The Strategic Planning process represented an opportunity to commence the development of a “made in Halton Hills” response to these changes, within the parameters set by senior levels of government. A Strategic Planning Committee comprised of Council and senior staff participated in the strategic planning process.
A draft of this Plan was presented to residents, businesses and other key stakeholders for comment before Council adoption and implementation.
