A. Purpose
Film production companies may be permitted to use property under the control of the Town of Halton Hills, for approved filming projects.
Film productions guidelines have been established by the Town of Halton Hills in order to:
- maximize public safety
- minimize community disruption
- minimize municipal liability exposure
- ensure cost-recovery
- increase public awareness
- promote economic development
This policy applies to commercial or trade film production shoots, including feature films, documentaries and commercials. It does not apply to news reporting, non-profit productions, team photos, weddings or student productions.
B. Procedures
i) Production Company
In order to obtain and retain all of the necessary approvals to shoot a film production within the Town of Halton Hills, a representative of the Production Company must:
- provide a minimum of ten (10) working days' notice (where no temporary road closure required);
- provide a minimum of eight (8) weeks' notice where a temporary road closure is required to fulfil legislated requirements;
- provide written notice via a Letter of Intent outlining the production, including but not limited to:
- title of production
- nature of production
- date(s)
- time(s)
- location(s)
- need for temporary road closure(s)
- need for temporary traffic stoppages
- use of any and all special effects (describe)
- approximate number of person – including talent, staff, extras
- contact name(s) and number(s)
- respond promptly with adequate information and full disclosure about the extent of the production to all inquires from the Town Clerk or designates;
- attend meeting(s), on-site/off-site, as required by Town Clerk or designate;
- ensure the execution of all necessary agreement(s);
- ensure the provision of any required document(s);
- ensure all necessary payment(s) made;
- ensure adherence to the provisions of the agreement.
ii) Town of Halton Hills
- Town Clerk will promptly circulate the Letter of Intent to all the appropriate approval agencies (herein known also as “designate”), including but not limited to:
- Police
- Fire
- Building, Zoning & Enforcement Services
- Engineering & Public Works
- Recreation & Parks
- Corporate Services
- Region of Halton
- General Manager, BIA
- Conservation Authority
- GO Transit
- CNR/CPR
- Copy of Letter of Intent provided to Mayor and Members of Council, for their information;
- Each approval agency to obtain further information (and may require a meeting) as needed and to respond to Town Clerk by the stated deadline in order to:
- grant approval and/or outline requirements
- deny the request (provide reasons)
- Town Clerk to compile the agreement based on the nature of the production and requirements of the agencies;
- Town Clerk to prepare necessary newspaper advertisement(s);
- Town Clerk to ensure execution of agreement(s), receipt of any documents and payments.
THE CORPORATION OF THE TOWN OF HALTON HILLS
RESERVES THE RIGHT TO DENY ANY FILM PRODUCTION REQUESTS WITHING ITS JURISDICTION AND TO REVOKE AT ANY TIME, ANY PERMISSION WHICH WAS PREVIOUSLY GRANTED
